is AN ACT GRANTING PRIORITY TO RESIDENTS OF THE BARANGAY, MUNICIPALITY OR CITY WHERE THE SCHOOL IS LOCATED, IN THE APPOINTMENT OR ASSIGNMENT OF CLASSROOM PUBLIC SCHOOL TEACHERS
Some points of the law relevant to our profession

This law is enacted to best serve the purpose of Magna Carta for Public School Teachers. A lawmaker once said, that the guidelines issued by the DepEd in hiring teachers requires more criteria, which make it more difficult for teacher- applicants to he hired. Magna Carta for Public School Teachers provides the minimum educational qualifications for teacher- applicants without any requirement policy with respect to the selection and appointment of teachers.

This law is therefore in contravention with the existing law. The R.A 8190 is granting priority that starts at barangay level, where there is an applicant where the school is located and vacancy exist, with that, it ensures equal employment opportunities among teacher- applicants. It requires that you are a bona fide resident that is residing for a period of atleast six (6) months of a particular place. Also, it ensures that the MOST QUALIFIED shall be given priority.

Compared to teaching at a private school, teaching in a public school provides greater job stability. As a result, you have the right to tenure security if you work for the government. In terms of pay, the public system provides a better benefit package.
Section 1 of RA 8190 (Localization Law), which states that "preference shall be given to bona fide inhabitants in the appointment or assignment of teachers to public elementary or secondary schools," confirms the feedback from teacher applicants.
Concrete examples  in the Philippine Education System
Teachers must be certified before they are allowed to teach at public schools, which helps ensure that only qualified professionals are teaching the children.

Teachers assigned or appointed far from his/her residence can formally complain or question the said appointment/assignment.  
Newly-grads' employment won't be a problem now because they are now prioritized in this law. Local or nearby school can now accept him/her following the recruitment and selection process.
